The primary vehicle that connects neighborhood families, churches, schools, and other stakeholders to the UVSO mission is the UVSO-Heart of Vailsburg (HOV) Organizing Project, a network of neighbors who volunteer their time and skills to address concerns and work on solutions through actions of the HOV Steering Committee, Block Club Coalition (BCC) General Assembly, Vailsburg Garden Committee, Vailsburg Resident Services Committee, and Vailsburg Recreation Committee. The HOV/BCC is supported through the UVSO Department of Community Outreach & Planning (DCOP). The DCOP office also liaises on behalf of the agency to supporting community and city-wide projects and collaboratives including the West Ward Business Improvement District (BID), Newark DIG: Doing Infrastructure Green, and Newark Thrives! A Network for Youth Opportunity.

Every five years, UVSO engages in a two-year strategic planning process that establishes the basis for UVSO program development, evaluation, and revaluation. It also provides a blueprint for agency operations and growth. This comprehensive approach insures agency service goals and strategies are aligned with community needs and development goals, empowering residents to be part of the stabilizing of the neighborhood in yet another way.
